The perennial water scarcity in Kogi central will soon be history as Kogi State government has signed a Memorandum of Understanding (MoU) with an investment company for the reticulation of Osara Dam for the supply of potable water to the entire district.
This revelation was made yesterday in Lokoja by the state's Commissioner for Water Resources, Barr. Abdulsalam Ozigi Deedat while fielding question from newsmen shortly after the signing of the MoU with Bilvisco Investment Ltd.
Barr. Deedat described the moment as memorable and historic, owing to the long neglect of Osara Dam and its attendant water scarcity to the people of Kogi Central senatorial district over the years.
The commissioner commended Gov. Yahaya Bello for his transformational policies that have attracted various investors to Kogi State.
In his words, Barr. Deedat said that "Osara Dam will be reticulated and the pipeline will be extended to almost all parts of Kogi Central so that at the end of the day, water will be adequately provided to the people".
He explained that the process for the signing of the MoU was commenced since last year and the investing company would be providing 100 per cent funding for the timely execution of the project.
While buttressing the claim, the representative of the company, Mr. Williams Omojashola confirmed the readiness of Bilvisco Investment Limited to deliver the project with United Nation's standard in conjunction with their technical partners at 100 per cent funding.
According to him, "the company is coming in with a unique financing model. We're bringing in 100 per cent funding and also bringing in the technicalities for the construction works. The entire project will be funded from private pocket, with support from the government".
"We are looking at a situation where we'll manage the water for 30 years to recoup our investment", he explained.
According to him, the company has its funding partners from UK, managing partners from South Africa and the technical partners from China.
On the terms of reference for the project, Mr. Williams assured that the company will adopt a highly subsidized 'user charge' system that would not be a burden to the consumers.
The project design, he said, would commence immediately and cater for the provision of potable water to entire Kogi central and adjourning local government areas while the execution of the project was expected to be completed within the period of 18 months.
The signing of the MoU was presided over by the Secretary to Kogi State government, Dr. Folashade Arike on behalf of the Governor.
